Infraestructuras críticas y prognosis del redireccionamiento de las inversiones en I+D+I: transición energética y seguridad sanitaria

Abstract

Tres hitos recientes a nivel global y con implicaciones transescalares pusieron de relieve algunas cuestiones que podríanreconfigurar el rumbo de las inversiones en investigación científica, desarrollos tecnológicos e innovaciones. En este ensayo selos explica cronológicamente: del Covid-19 a la caída del Silicon Valley Bank pasando por la guerra en Ucrania. Partiendo de esaexplicación se aventura la hipótesis de que las inversiones en I+D+i podrían virar hacia la infraestructura de seguridad sanitariay de transición energética, consideradas infraestructuras críticas. Ello se toma como supuesto para proyectar escenarios y líneasde acción, especialmente explorando articulaciones multilaterales en el cono sur latinoamericano.

Three recent global milestones with trans-scalar implications highlighted issues that could reshape the direction of investments in scientific research, technological developments and innovations. This essay explains them chronologically: from Covid-19 to the collapse of the Silicon Valley Bank via the war in Ukraine. On the basis of this explanation, it is hypothesised that investments in R&D and innovation could shift towards health security and energy transition infrastructure, which are considered critical infrastructures. This is taken as an assumption for projecting scenarios and lines of action, especially exploring multilateral articulations in the Southern Cone of Latin America.
