Un mundo de peticiones: Maestras ante el Consejo Nacional de Educación y el Parlamento. 1886-1904

Abstract

Este trabajo estudia las peticiones que maestras de instrucción primaria presentaron ante el Congreso Nacional argentino y el Consejo Nacional de Educación para obtener jubilaciones, pensiones y aumentos de haberes, entre 1886 y 1904. A partir de su análisis la investigación busca poner de relieve el peso político de esta manera de demandar. Las peticiones iluminan una serie de reclamos laborales que no se plasmaron necesariamente en huelgas o conflictos de gran resonancia, pero que revelan otros modos y espacios para defender lo que se creía justo, así como un repertorio de acciones posibles en un tiempo y un lugar. En este artículo se explora cómo aquellas estuvieron acompañadas de distintos ámbitos de intercambio de información, de acompañamiento mutuo entre peticionantes y de presión dentro del Parlamento. Además, se examina cómo estas solicitudes contribuyeron a flexibilizar los márgenes de la legislación vigente y los modos de gestionar estos retiros. Se estudia cómo las maestras pusieron en juego los vínculos generados durante sus años de docencia con funcionarios y legisladores y de qué modo hicieron las presentaciones de sus peticiones ante el Congreso y el Consejo Nacional de Educación. Además, se observa cómo crearon, reunieron y preservaron papeles para certificar sus años de servicios y otra información laboral. La pesquisa combina el análisis de estas peticiones con diferentes corpus documentales, tales como registros nacionales de leyes y decretos, diarios de sesiones del Congreso, informes del área educativa y censos. Con las herramientas metodológicas de la historia social con perspectiva de género, busca arrojar luz sobre la relación entre las trayectorias laborales de unas maestras de la capital y las colonias y la obtención de jubilaciones y pensiones.

This work examines the petitions submitted by some primary education teachers to the National Congress and the National Council of Education in order to obtain retirements, pensions, and allowances increases, between 1886 and 1904. Through their analysis, this research seeks to highlight the political significance of this way of demanding. These requests shed light on a series of labor demands that did not necessarily turned into strikes or highly publicized conflicts but revealed other ways and spaces to defend what was believed to be just, as well as a repertoire of possible actions within a specific time and place. This article explores how these requests were accompanied by various information exchange gatherings, mutual support among petitioners and pressure within Parliament. Additionally, it examines how these requests contributed to make more flexible the margins of existing legislation and the management of these retirements. It studies how teachers leveraged relationships developed during their years in teaching with officials and legislators, as well as their ways of making presentations before Congress and the National Council of Education. Furthermore, it observes how they created, gathered and preserved documents which certified their years of service and other work-related information. The study integrates an analysis of these requests with various documentary sources such as national records of laws and decrees, congressional session records, educational reports, national and municipal censuses. Using methodological tools from social history with a gender perspective, it aims at illuminating the relationship between women teachers' career paths and the acquisition of retirement pensions. Through their petitions, these women played a significant role in redefining retirement, expanding its scope beyond what had been established by legislation or advocated by certain officials.
