Difusión de la Innovación Tecnológica: El caso de la Siembra Directa en Argentina y su comparación con Brasil

Abstract

El presente trabajo pretende analizar y describir la difusión tecnológica de la siembra directa (SD) en Argentina dentro en el período 1978-2008, de modo de verificar si su adopción presenta el mismo comportamiento que en la industria, utilizando el modelo de la curva S de difusión tecnológica (ROGERS, 1976). Se estudia la evolución de SD a nivel nacional y zonal, para un caso pionero del sudoeste (SO) bonarense, Argentina. Asimismo, se realiza una comparación con el patrón de evolución de esta tecnología en una zona productiva de Brasil: la región de Rio Grande do Sul. El método de investigación utilizado se basa en un estudio exploratorio de tipo cualitativo que emplea datos cuantitativos. Se utilizaron fuentes de información primarias, generadas a partir de entrevistas con preguntas semi-estructuradas. Se recurrió a fuentes de información secundaria, bibliográficas y documentales. Del análisis se desprende que la adopción de la SD sigue el formato de una curva tipo S a nivel nacional. Similar comportamiento se observa en el caso de estudio del SO bonaerense, Argentina, que ha sido pionero en la implementación de SD en la región. En relación a la comparación con Brasil, se hallaron similitudes (forma de la curva tipo S, motivos y período de incorporación de la tecnología, dificultades en su implementación, grado de participación de instituciones en su difusión) y diferencias (participación relativa de la SD en la superficie total implantada, cantidad de actores involucrados en su difusión, entre otras) en el patrón de difusión de dicha tecnología.

This paper is aimed at analyzing and describing the technological diffusion of No Tillage (NT) in Argentina for the period 1978-2008, in order to verify if the features presented in the implementation process are equal to the ones in the industry, using the “S” Curve Model of technological diffusion (Rogers, 1976). The evolution of NT at the national and regional levels in a pioneer case of the Southwest (SW) of Buenos Aires, Argentina is studied. Also presents a comparison with the evolution pattern of this technology in a productive area of Brazil: the region of Rio Grande do Sul. The research method used is based on the exploratory qualitative study using quantitative data. The primary information sources used were obtained from semi-structured questions performed during interviews. Bibliographic and documentary sources of secondary information were used as well. The analysis shows that the implementation of the NT follows the “S” curved type model at national level. Similar behavior is observed in the case of study of the SW of Buenos Aires, Argentina, which has been a pioneer in the implementation of NT in the region. Comparing the process to Brazil, we found similarities (the “S” curved type model, reasons and period of technology implementation, the difficulties within the process of implementation, the degree of involvement by the institutions in the diffusion) and differences (the relative share of the NT in the total surface area implanted, the amount of actors involved in the diffusion) in the diffusion pattern of such technology.
