Los manuales de buenas prácticas ambientales como mecanismos disciplinadores y biopolíticos en los humedales del Delta bonaerense del río Paraná (Argentina)

Abstract

El objetivo de este artículo es analizar los manuales de buenas prácticas que, en tanto tecnologías de gobierno, conducen a los pobladores de las islas del Delta bonaerense del río Paraná (Argentina) a optimizarse, a fin de que sus prácticas agropecuarias sean ambientalmente sustentables. En las últimas décadas, diversas ONG ambientales comenzaron a criticar las actividades agropecuarias realizadas en el Delta del Paraná y señalar el impacto ambiental que tendrían sobre este macrosistema de humedales. En el 2008, la ocurrencia de incendios masivos en la región contribuyó a la emergencia de la cuestión ambiental como relevante en la agenda pública e institucional. En los años siguientes, diferentes actores (instituciones estatales, ONG ambientales y organizaciones de la cadena de valor forestal) produjeron manuales de buenas prácticas ambientales y construyeron esquemas de certificación para acreditar su cumplimiento, a fin de garantizar la sustentabilidad de las prácticas productivas. En términos foucaultianos, estas tecnologías de gobierno representan mecanismos disciplinadores y de biopoder, dado que regulación y control (normalización, evaluación y optimización) se articulan en ellos, conducen las prácticas de los habitantes locales y hacen posible su constitución como productores ambientalmente sustentables. Así, sostenemos que estas tecnologías de gobierno son dispositivos de la gubernamentalidad ambiental disciplinaria y biorreguladora que conducen a los sujetos a internalizar normas y valores específicos con el propósito de actuar de formas ambientalmente sustentables, y que la obediencia a estos principios opera como guía de clasificación para definir quién sería un buen isleño en el Delta del Paraná.

The aim of this article is to analyze the Best Practice Manuals that lead the inhabitants of the islands of the Buenos Aires Delta of Paraná River (Argentina) to optimize themselves so that their agricultural practices are environmentally sustainable. In recent decades, environmental NGO began to criticize agricultural activities conducted in the Paraná Delta and point out their environmental impact on the wetland macrosystem. In 2008, the occurrence of massive fires in the region contributed to the emergence of the environment as an issue on the public and institutional agenda. In the following years, different social actors (state institutions, environmental NGOs, and forestry organizations) produced five Best Practice Manuals and built certification schemes to accredit their compliance to guarantee the sustainability of their agricultural practices. In Foucauldian terms, these manuals are technologies of government that represent disciplinary and biopower mechanisms, given that regulation and control (normalization, evaluation, and optimization) articulate in them, drive the practices of local inhabitants, and make their constitution as environmentally sustainable producers possible. Thus, we argue that these technologies of government are dispositifs of disciplinary and biopolitics environmentality, as they lead subjects to internalize specific norms and values in order to act in environmentally sustainable ways, and that obedience to these principles operates as a classification guide for define who would be a good islander in the Paraná Delta.
