Presencias fragmentadas del Estado: Políticas sociales en Argentina pos 2019

Abstract

En este artículo se analiza la presencia estatal a través de políticas sociales y las experiencias y percepciones de los «beneciarios» sobre esa presencia en la ciudad de Chascomús, provincia de Buenos Aires, en 2022. Se realizó un estudio de caso, a través de fuentes secundarias y de entrevistas se identicaron los programas de los diferentes niveles del Estado que se implementan a nivel local. Dadas las dicultades para reconocer un grupo familiar que acceda a todos los programas, que, de acuerdo con sus situaciones, el Estado le posibilita, se trabajó con una familia «cticia». Paralelamente, se realizaron diez entrevistas a «beneciarias» de programas. En el análisis se evidenció la fragmentación de las políticas sociales y que aun las familias que acceden a multiplicidad de programas no tienen garantizada la Canasta Básica Total. Se sostiene que las presencias fragmentadas del Estado no fortalecen el lazo social y constituyen sujetos asistidos.

is article analyzes the state presence through social policies and the experiences and perceptions of the «beneciaries» about that presence in the city of Chascomús, province of Buenos Aires, in 2022. A case study was carried out,through Secondary sources and interviews identied the programs of the dierent levels of the State that are implemented at the local level. At the same time, ten interviews were conducted with «beneciaries» ofthe programs. e analysis revealed the fragmentation of social policies and that even families that access a multiplicity of programs are not guaranteed the Total Basic Basket. It is argued that the fragmented presence of the State does not strengthen the social bond and constitute assisted subjects.
