Disputas frente a las múltiples violencias y producción de seguridades para las y los jóvenes de sectores populares en Rosario, Argentina

Abstract

Las múltiples violencias que forman parte de la estructura social latinoamericana y su particularvinculación con las y los jóvenes han sido objeto de múltiples estudios académicos y de intervenciones estatales en sus versiones represivas y de seguridad ciudadana. La sobrerrepresentación juvenil como víctimas y victimarios de violencias abonan a la construcción de visiones estigmatizantes y tienden a incrementar sus niveles de desigualdad y desprotección social. En este trabajo analizamos las tensiones, disputas y estrategias que se vienen tejiendo desde los territorios y en el marco de programas de inserción sociolaboral para jóvenes de la ciudad de Rosario para la construcción de ciertas seguridades que intentan contrarrestar los hechos de violencia y la estigmatización juvenil. Metodologicamente, realizamos un estudio etnográfico con grupos de jóvenes y activistas, trabajadores y referentes de organizaciones sociales vinculadas a la economía popular que participan del Programa Nueva Oportunidad (PNO) en la ciudad de Rosario durante los años 2014-2022. A partir de nuestra indagación identificamos diferentes apelaciones y disputas en la esfera pública tendientes a desandar los sentidos sociales sobre las violencias que padecen las y los jóvenes y, de esta manera, desestigmatizar, cuidar y/o proteger esas vidas frente a la estigmatización y peligrosidad barrial.

The multiple violences that are part of the Latin American social structure and its particular connection with young people have been the subject of multiple academic studies and state interventions in both their repressive and citizen security versions. These violences contribute of stigmatizing to poor youth and increase their levels of inequality and vulnerability. In this work we analyze the disputes and strategies for the construction of certain securities that try to counteract the acts of violence and youth stigmatization. Methodologically, we realized an ethnographic study with groups of young people and activists, workers and representatives of social organizations linked to the popular economy that participate in the New Opportunity Program (PNO) in the city of Rosario during the years 2014-2022. The results of the research show different disputes in the public space about the social meanings of the violence suffered by young people and, in this way, they seek to destigmatize, care for and/or protect those lives against stigmatization and neighborhood danger.
