Asentamientos informales: mejorar el hábitat, desestimar la vivienda. Una historia de su emergencia en las Conferencias de la ONU

Abstract

Desde la década de 1990 diversos municipios de América Latina desarrollaron programas orientados a mejorar el hábitat de los asentamientos informales con acciones de infraestructura, equipamiento urbano, fortalecimiento de la comunidad y rehabilitación del espacio público. En general, estos programas sostuvieron que no intervendrían en la mejora de la vivienda, bajo el supuesto de que esa era una tarea que correspondía a la esfera privada. Como corolario, las condiciones estructurales de la vivienda quedaron libradas a las acciones individuales de cada familia. En este marco, el artículo se propuso analizar la problematización que sugirió mejorar el hábitat de los asentamientos informales y descartó mejorar la vivienda en esos espacios. Situado en el enfoque de historia del presente el trabajo reconstruyó los saberes y debates expertos que posibilitaron dicha problematización en torno a la Conferencia de Estocolmo de 1972 y la Conferencia de Naciones Unidas sobre los Asentamientos Humanos de 1976.

Since the 1990s, various municipalities in Latin America have developed programs aimed at improving the habitat of informal settlements with infrastructure actions, urban equipment, community strengthening and public space rehabilitation. In general, these programs maintained that they would not intervene in the improvement of housing, under the assumption that this was a task that corresponded to the private sphere. As a corollary, the structural conditions of the house were left to the individual actions of each family. Within this framework, the article proposed to analyze the problematization that suggested improving the habitat of informal settlements and ruled out improving housing in these spaces. Located in the history of the present approach, the work reconstructed the knowledge and expert debates that made possible this problematization, around the Stockholm Conference of 1972 and the United Nations Conference on Human Settlements of 1976.
