La federalización científica en Argentina: el caso del CONICET y su expansión heterogénea en la provincia de San Juan (2003-2022)

Abstract

El campo científico argentino ha atravesado, desde la pos crisis de 2001, una etapa de significativo crecimiento en la que consolidó su matriz pública. En efecto, los recursos del Estado han potenciado las capacidades de investigación científica en el territorio nacional, siendo el CONICET y las Universidades Nacionales, las principales instituciones destinatarias del presupuesto asignado a la materia. Ambos espacios argentinos están articulados y fuertemente institucionalizados, pero a la vez, son estructuralmente heterogéneos en relación con su distribución geográfica, institucional y disciplinar. Este trabajo focalizará el lente analítico precisamente en torno al CONICET y su expansión heterogénea en San Juan. Para ello se examina la configuración y formas de institucionalización de uno de los organismos del ecosistema científico y tecnológico de la Provincia, ubicada en la región centro-oeste del país dando cuenta del impacto asimétrico de estas políticas de federalización y expansión científica. Pues si bien hubo un desarrollo significativo de las capacidades institucionales del CONICET a nivel local, esta lógica alimentó procesos de crecimiento asimétrico entre disciplinas, institutos de investigación y la misma comunidad de investigadores/as y becarios/as, vistos en clave de género esencialmente.

Since the 2001 post-crisis, the Argentine scientific field has been going through a period of significant growth in which it has consolidated its public matrix. In fact, State resources have boosted scientific research capacities in the national territory, with CONICET and the national universities being the main institutions receiving the budget assigned to this field. Both spaces are articulated and strongly institutionalized throughout the country, but at the same time, they are structurally heterogeneous in relation to their geographical, institutional and disciplinary distribution. This paper will focus the analytical lens precisely on CONICET and its heterogeneous expansion. To this, the scientific and technological San Juan ecosystem, in the central-western region of the country, will be examined, taking into account the asymmetric impact of these federalization politics and scientific expansion. Although there was a significant development of CONICET's institutional capacities at the local level, this logic fed asymmetric growth processes between disciplines, research institutes and the researchers and scholarship holders community, essentially seen in terms of gender.
