Resignificando el rol de potencia ascendente: El (re)surgir de China y los cambios en el sistema internacional contemporáneo

Abstract

El presente artículo pretende examinar el ascenso de China como potencia global, e interpretar el impacto que representa para el sistema internacional contemporáneo. Mientras que generalmente se sostiene que China pretende un cambio en el mismo, aquí planteamos que estos cambios solo se ajustan a sus necesidades como potencia ascendente y a revindicar su larga historia. Ambas necesidades se retroalimentan dando forma un revisionismo distinto al que una potencia en ascenso podría proyectar. La incorporación de China al sistema westfaliano por el uso de la fuerza, signi có la adopción de los principios europeos para su desenvolvimiento en el concierto internacional. El desarrollo industrial y la consolidación del Estado fueron claves para su modernización y el consecuente ascenso como potencia de primer orden. La interpreta- ción que sostiene que el gigante asiático plantea un cambio radical en el sistema internacional, no se ajusta a sus propios intereses. La identidad dual y el realismo moral son elementos de suma importancia para entender cómo se interpreta a sí misma y cuáles son sus aspiraciones a nivel global. Por lo tanto, en esta línea, el enfoque del realismo moral planteado por el académico chino Yan Xuetong, como marco teórico, nos permite explicar desde los propios conceptos chinos el rol que el gigante asiático consideraría asumir en el concierto internacional.

This article aims to examine the rise of China as a world power, and interpret the impact it represents for the contemporary international system. It is generally held that China intends a change it, here we argue that these changes only suit its needs as ascent power and vindicate its long history. Both needs feed off each other, shaping revisionism different from the one that a rising power could project. China’s incorporation into Westphalian system through the force meant the adoption of European principles for its development in the international arena. Industrial development as well as State’s consolidation was necessary for China’s modernization and the consequent rise as a leading power. The interpretation that the Asian giant poses a radical change in the international system does not suit its interests. Dual identity and moral realism are important elements to understand how she interprets herself and what her aspirations are on a global level. Therefore, in this line, the approach of moral realism proposed by the Chinese academic Yan Xuetong, as a theoretical framework, allows us to explain from the Chinese concepts the role that the Asian giant would consider assuming in the international concert.
