La “burocracia managerial” como tipo de dominación legal burocrática

Abstract

Este trabajo propone repensar las características de la forma moderna de dominación legal burocrática en la actualidad. Lo hace a la luz de la penetración de las doctrinas del management en ámbitos tanto privados como públicos. Para ello es formulado el concepto “burocracia managerial” siguiendo la metodología de construcción de tipos ideales. Se parte de una relectura de las cinco versiones de los tipos puros de dominación que Max Weber escribió hace un siglo y se contrapone con investigaciones nuestras en corporaciones transnacionales, empresas nacionales brasileñas y organismos internacionales. La “burocracia managerial” se presenta entonces como un subtipo de la “burocracia” descripta por Weber pero que agrega componentes propios del tipo de la dominación carismática. El objetivo de este trabajo es ayudar a desarrollar una herramienta teórico-conceptual que pueda ser de utilidad para las investigaciones en estudios organizacionales y sociología del management que se vienen desarrollando en Latinoamérica.

This paper proposes to rethink the characteristics of the modern form of bureaucratic legal domination today. It does so in the light of the penetration of managerial doctrines in both, private and public spheres. The concept of “managerial bureaucracy” is formulated following the methodology of construction of ideal types. The starting point is a re-reading of the five versions of pure forms of domination that Max Weber wrote a century ago. Thus, its description is contrasted with ours researches with transnational corporations, Brazilian national companies and international organizations. The “managerial bureaucracy” is then presented as a subtype of “bureaucracy” described by Weber, but which adds components of the type of charismatic domination. The objective of this work is to help develop a theoretical-conceptual tool that can be useful for research in organizational studies and sociology of management that are being developed in Latin America.
