La “no integración” de la infraestructura ferroviaria en la aglomeración urbana de León (España)

Abstract

Las Sociedades de Integración del Ferrocarril (SIF) son consorcios públicos creados enEspaña a principios del siglo XXI. Estas sociedades fueron organizadas en trececiudades españolas para incorporar los trenes de alta velocidad y atenuar las barrerasfísicas provocadas por las infraestructuras convencionales. El problema deinvestigación de este trabajo es el fallido proyecto de integración ferroviaria en laaglomeración urbana de León. Este radicaba en un soterramiento que sería financiadocon la construcción y venta de propiedades en superficie, pero ello condujo a la crisisde la SIF local al estallar la burbuja inmobiliaria en 2008. El objetivo de este artículo esexaminar los proyectos y las actuaciones del caso de León, a fin de advertir sobremalas prácticas de gestión a otras ciudades intermedias que enfrenten desafíosferroviarios. Por eso, se exponen las consecuencias negativas de la especulacióninmobiliaria en el financiamiento de obras públicas. El trabajo tiene un enfoquemetodológico mixto y utiliza diversas técnicas de investigación a fin de ampliarperspectivas y complejizar resultados.

: The Railway Integration Societies (RIS) are public consortiums created in Spain at the beginning of the 21st Century. These societies were organized in thirteen Spanish cities to incorporate high-speed trains and reduce physical barriers due to conventional infrastructures. The research problem of this work is the failed railway integration project of the urban agglomeration of Leon. It was based on a tunnelling that would have been financed by the construction and sale of properties on the ground level, but this idea led to the crisis of the local RIS when the real estate bubble burst in 2008. The objective of this article is to examine the projects and actions of the case of Leon, in order to warn other middle-size cities facing railway challenges about bad management practices. Therefore, the article exposes the negative consequences of real estate speculation in the financing of public works. The research has a mixed methodological approach and uses several techniques to expand perspectives and make results more complex.
