Crisis, hegemonía y relaciones de fuerzas: Del contexto latinoamericano al caso de Argentina en el siglo XXI

Abstract

El objetivo del artículo es generar una tipología de las acepciones del concepto de crisis en Gramsci, a partir del cual identificar y analizar distintos momentos de crisis durante el siglo XXI. Para ello recuperamos los usos de la crisis en los Cuadernos de la cárcel y los ordenamos, desde un enfoque multidimensional y multiescalar, en articulación con las categorías de relaciones de fuerza y hegemonía. Aplicamos dicha tipología para periodizar la interrelación del contexto latinoamericano y el caso de Argentina. Así, indagamos la crisis del neoliberalismo y la crisis del 2001 en Argentina, sus características y alcances. Luego, examinamos la conformación de una guerra de posiciones latinoamericana y una hegemonía populista durante el ciclo de gobiernos kirchneristas y el neodesarrollismo. Asimismo, dentro de dicho ciclo, analizamos una crisis de coyuntura en dos tramos durante 2008 y 2009, a partir de la cual reflexionamos sobre los alcances y límites de dicho proceso, en el marco de la contra-ofensiva imperialista sobre la región. Finalizamos con una aproximación a los gobiernos de Cambiemos y el Frente de Todos para preguntarnos sobre la persistencia de una larga crisis vigente desde 2018 que comienza a adquirir rasgos orgánicos, delineando reflexiones finales sobre el presente

The objective of the article is to generate a typology of the senses of the concept of crisis in Gramsci, from which to identify and analyze different moments of crisis during the 21st century. To do this, we recover the uses of the crisis in the Prison Notebooks and organize them, from a multidimensional and multiscalar approach, in articulation with the categories of relations of force and hegemony. We apply this typology to periodize the interrelation of the Latin American context and the case of Argentina. Thus, we investigate the crisis of neoliberalism and the crisis of 2001 in Argentina, its characteristics and scope. Then, we examine the formation of a Latin American war of positions and a populist hegemony during the cycle of Kirchnerist governments and neodevelopmentalism. Likewise, within said cycle, we analyze a conjunctural crisis in two segments during 2008 and 2009, from which we evaluate the scope and limits of that process, within the framework of the imperialist counter-offensive on the region. We conclude with an approach to the governments of Cambiemos and of Frente de Todos to ask ourselves about the persistence of a long crisis developed since 2018 that is beginning to acqure organic features, outlining final reflections on the present.
