¿Qué hacer en el Estado? Mireya Baltra y la memoria de su gestión como ministra de Trabajo y Previsión Social durante el gobierno de la Unidad Popular en Chile

Abstract

El presente artículo se propone analizar una serie de pasajes del “trabajo de la memoria” de Mireya Baltra que dan cuenta de su gestión como ministra de Trabajo y Previsión Social durante el gobierno de la Unidad Popular en Chile. Publicado en el año 2014 bajo el nombre Mireya Baltra: del quisco al ministerio de trabajo, se trata de una escritura memorial que propone, por un lado, un balance político de su experiencia y, por el otro, una tarea más reflexiva que revisa su rol como mujer en los distintos ámbitos de su vida social, familiar y política. Como claves de lectura, se toma, en primer lugar, la pregunta por la responsabilidad y la forma de hacerse cargo de sus acciones políticas en un momento singular de su biografía y, en segundo lugar, un modo de reconocer ciertos planteos feministas actuales, pero también contemporáneos a su experiencia política en los años setenta y ochenta, que busca resituar la presencia y demandas del amplio movimiento de mujeres en su memoria. En términos generales, se parte de la pregunta: ¿cómo ha respondido Mireya Baltra al interrogante acerca de qué hacer en el Estado en el contexto de un gobierno que buscó transformar materialmente las estructuras sociales y estatales en Chile?

The purpose of this artiicle is to analyze a series of passages of Mireya Baltra’s memory work related to her period as minister of Labor and Social Security during the government of the Popular Unity in Chile. Published in 2014 under the name Mireya Baltra: del quisco al ministerio de trabajo, this memorial writting proposes, on the one hand, a political balance of her experience and, on the other hand, a more reflective task that reviews her role as a woman in different areas of her social, family and political life. As reading keys, we take, in the first place, the question of accountability and the way of taking charge of her political actions in a singular moment of her biography and, secondly, a way of recognizing certain recent feminist approaches but also contemporary to her political experience in the seventies and eighties, which seeks to resituate the presence and demands of the broad women’s movement in her memory. In general terms, we propose a question: how has Mireya Baltra responded to the question of what to do within the state in the context of a government that sought to materially transform the social and state structures in Chile?
