De famas y esperanzas cortazarianos: Abordaje del avance de fronteras y la filantropía en el Parque Nacional Perito Moreno, Argentina (1937-2020)

Abstract

El Parque Nacional Perito Moreno es un área protegida ubicada en el límite occidental de la provincia de Santa Cruz (Argentina) y gestionada por la Administración de Parques Nacionales. El área se creó en 1937 y en los últimos años se transformó con la llegada de fundaciones filantrópicas. El objetivo del artículo es analizar la manera en que se fue produciendo espacialmente este parque atendiendo a su posición fronteriza, el avance de las fronteras, de la conservación y la influencia internacional. El marco teórico partió de la ecología política y la geografía crítica, utilizando los conceptos de producción de naturaleza y avance de fronteras de mercantilización. A nivel metodológico, se utilizaron técnicas cualitativas de relevamiento e interpretación desde un estudio de caso intrínseco. De esta manera, se analizó el contenido de diferentes normativas, se realizaron entrevistas en profundidad y se participó del programa de voluntariado del parque. Como resultadose pudo indicar que la transformación de los conceptos de frontera y de conservación han repercutido en la presencia de diferentes agentes dentro del parque. En sus inicios, el área se fue constituyendo a partir del avance del control territorial estatal y de una idea de frontera vinculada a la defensa; y, desde 2016, se fue capitalizando por fundaciones que asociaron estrechamente la conservación, el turismo y el desarrollo. El parque se convirtió de un área no mercantilizada para el control estatal o de las esperanzas, a un espacio preparado para la acumulación capitalista con presencia de fundaciones internacionales o famas.

Perito Moreno National Park is a protected area located on the western border of the province of Santa Cruz (Argentina) and managed by the National Parks Administration. The area was established in 1937 and has transformed in recent years with the arrival of philanthropic foundations. The aim of this article is to analyze the spatial production of this park, considering its border position, the expansion of frontiers, conservation efforts, and international influence. Those subjects have been analyzed through the lens of the political ecology and the critical geography, using the concepts of the Production of Nature and commodity frontier. Starting with a case study, the author used qualitative techniques of research and analysis. To carry out this study, the author studied pieces of legislation, had in-depth interviews with key actors and did a voluntary work in the park. It can be concluded that the concepts of frontier and conservationism have been involving historically, with profound implications for the park. The evolution of the area has been linked to the progress of the territorial control of the Argentine State and the concept of defense-related frontier on one hand, and the capitalization, as a result of the close association between conservationism, tourism and frontier development that has been carried out from philanthropic foundations since 2016 on the other hand. In short, a non-commercialized park has been transformed in an area available for new ways of capitalist accumulation, and an area created for the State control has been transformed in a park with a strong presence of international actors.
