Los Pinos existe: Un análisis urbano, habitacional y ambiental de un barrio popular del sur del Conurbano Bonaerense, municipio de Quilmes

Abstract

El Barrio Los Pinos se encuentra en el oeste del municipio de Quilmes, en la Provincia de Buenos Aires, Argentina, entre una fábrica de aceites y grasas, una proveedora de cemento de hormigón, y una comercializadora de acería metalúrgica y compactación de chatarra. Este barrio tiene una zonificación industrial y está situado junto al Arroyo Las Piedras, que pertenece a una de las cuencas más contaminadas del conurbano bonaerense. A pesar de estar registrado como Barrio Popular, hay poca información oficial sobre sus niveles de pobreza, lo que dificulta la implementación de políticas públicas o estrategias comunitarias para abordar los problemas derivados de esta situación. El objetivo de este informe es reconstruir las condiciones urbanas, habitacionales y ambientales de las familias que viven en este barrio, así como identificar sus principales problemas. Para lograrlo, se utilizó un enfoque metodológico multimétodo que combinó diversas estrategias de recolección de datos a través de una alianza entre el sistema científico nacional, la universidad pública y organizaciones sociales del barrio. Este enfoque permitió una retroalimentación de conocimientos y capacidades diversas. El informe comienza presentando características del municipio de Quilmes y del Barrio Los Pinos. Luego, se analizan algunas pautas del proceso de urbanización del conurbano bonaerense para comprender la lucha por el suelo en el municipio y sus efectos en las condiciones de vida de las poblaciones más vulnerables. Se incluyen aclaraciones metodológicas y, posteriormente, se presentan los resultados de los relevamientos en los capítulos 3, 4 y 5. Finalmente, se concluye con reflexiones finales.

The Los Pinos neighborhood is located in the west of the municipality of Quilmes, in the Province of Buenos Aires, Argentina, between a factory of oils and fats, a supplier of concrete cement, and a commercializer of metallurgical steel and scrap compaction. This neighborhood has an industrial zoning and is situated next to the Arroyo Las Piedras, which belongs to one of the most contaminated basins in the Buenos Aires conurbation. Despite being registered as a Popular Neighborhood, there is little official information about its levels of poverty, which hinders the implementation of public policies or community strategies to address the problems arising from this situation. The objective of this report is to reconstruct the urban, housing, and environmental conditions of the families living in this neighborhood, as well as to identify their main problems. To achieve this, a multi-method methodological approach was used, which combined various data collection strategies through an alliance between the national scientific system, the public university, and social organizations in the neighborhood. This approach allowed for feedback of diverse knowledge and capabilities. The report begins by presenting the characteristics of the municipality of Quilmes and the Los Pinos neighborhood. Then, some guidelines of the urbanization process of the Buenos Aires conurbation are analyzed to understand the struggle for land in the municipality and its effects on the living conditions of the most vulnerable populations. Methodological clarifications are included, and subsequently, the results of the surveys are presented in chapters 3, 4, and 5. Finally, it concludes with final reflections.
