Procrear bicentenario (2012-2015): un balance sobre el Programa a 10 años de su lanzamiento. Entre las innovaciones y los antiguos límites

Abstract

Este artículo tiene por objetivo realizar, a una década de su lanzamiento, unacaracterización y balance del PROCREAR BICENTENARIO (2012-2015) endiálogo con las discusiones propias del campo de las políticas públicas y conla trayectoria de la política habitacional regional y argentina. Estos dos marcosde referencia nos permitirán por un lado entender al PROCREAR como unproceso dialéctico en el que su diseño, evaluación e implementación secondicionaron mutuamente. Por el otro, permitirán evaluar, a la luz de laspolíticas precedentes, sus puntos de innovación y continuidad. A lo largo delartículo sostendremos que fue una política virtuosa en términosmacroeconómicos y novedosa en términos urbanísticos; y, al mismo tiempo,que reeditó antiguos límites de la política habitacional regional. Mostraremosque esos límites y virtudes se desplegaron y reconfiguraron en la relacióndialéctica entre su diseño e implementación. Para realizar este artículorecurrimos al trabajo documental con información oficial; entrevistas —propias y disponibles en internet— a funcionarios, técnicos y políticosvinculados a PROCREAR; y observaciones participantes (2012-2015) eneventos vinculados al Programa.

This article aims to carry out, one decade after its launch, a characterization and balance of the PROCREAR BICENTENARIO (2012-2015) in dialogue with the discussions typical of the field of public policies and with the trajectory of the Latin American and Argentine housing policy. This will allow us to understand PROCREAR as a dialectical process in which its design, evaluation and implementation were mutually conditioned. It will also allow us to evaluate its points of innovation and continuity with respect to previous policies. We will argue that on the one hand it was a virtuous policy in macroeconomic terms and innovative in urban terms; on the other, that it reissues old limits of the regional housing policy. We will show that these limits and virtues were deployed and reconfigured in the dialectical relationship between its design and implementation. To carry out this article we resorted to documentary work with official information; interviews —own and available on the internet— with officials, technicians and politicians linked to PROCREAR and participant observations (2012-2015) in events linked to the Program.
