Análisis de la gestión de riesgos asociados a extremos hídricos en dos cuencas hidrográficas del suroeste bonaerense (Rep. Argentina)

Abstract

La vertiente norte del sistema de Ventania recurrentemente registra alternancia de ciclos húmedos y secos que ocasionan impactos negativos en las actividades socioeconómicas. El cambio climático produce cambios en el ciclo del agua con aumento en la intensidad de eventos de extremos hídricos. Esta situación advierte la necesidad de medidas que los aborden de forma integral. El objetivo fue analizar la gestión del riesgo asociado a extremos hídricos (inundaciones, anegamientos y sequías) en las cuencas de los arroyos Sauce Corto (alta y media) y Cura Malal Grande (vertiente norte del Sistema de Ventania, provincia de Buenos Aires, República Argentina). Se recopilaron medidas implementadas de diferentes fuentes (entrevistas, documentos técnicos, normativos, prensa escrita). Se sintetizaron en matrices cualitativas que posibilitaron comprender y comparar la gestión en torno al agua, entendida como peligro. El análisis evidenció que las medidas que tienden a abordar la gestión del riesgo de manera integral se presentan mayormente en la cuenca del arroyo Sauce Corto.

The northern slope of the Ventania System recurrently registers alternating wet and dry cycles that cause negative impacts on socioeconomic activities. Climate change produces changes in the cycle of water with an increase in the intensity of extreme water events. This situation warns of the need for measures that address them comprehensively. The objective was to analyze the risk management associated with water extremes (floods, waterlogging and droughts) in the basins of the Sauce Corto (upper and middle) and Cura Malal Grande streams (northern slope of the Ventania System, province of Buenos Aires, Argentina). Implemented measures were collected from different sources (interviews, technical documents, regulations, written press). They were synthesized in qualitative matrices that made it possible to understand and compare management around water, understood as a danger. The analysis showed that the measures that tend to address risk management in a comprehensive manner are mostly presented in the Sauce Corto stream basin.
