Una hegemonía populista: discurso, ideología y políticas en el gobierno de Cristina Fernández de Kirchner

Abstract

El artículo analiza la construcción de una hegemonía populista durante el período kirchnerista en Argentina. Desde una perspectiva gramsciana que recupera el enfoque del Príncipe moderno, articulamos tres acepciones del concepto de populismo para el estudio del discurso, la ideología y las políticas; así, buscamos reponer claves de lecturas del Príncipe como líder y representación simbólica de una voluntad colectiva y el Príncipe moderno como fuerza política y sujeto colectivo dirigido a aportar a la organización de dicha voluntad. Asimismo, el populismo como discurso político particular, como lógica de articulación de demandas populares y como estrategia de pacto social conforma las tres vías de análisis para preguntarnos por la construcción de hegemonía. Se sintetizan aspectos generales del ciclo de gobiernos kirchneristas desde 2003, para centrarse en el último mandato de Cristina Fernández (2011-2015). Reconstruimos el contexto de cada año, trabajando, por un lado, sobre un corpus de 60 discursos que incluyen las aperturas de sesiones del Congreso, fechas patrias significativas, intervención en foros internacionales, alocuciones hacia la militancia y presentación de las principales políticas del período y, por otro, abordando el análisis de dichas políticas a través de documentos oficiales, leyes, decretos e indicadores socio-económicos.

The article analyzes the construction of a populist hegemony during the Kirchnerist period in Argentina. From a Gramscian perspective that recovers the approach of the modern Prince, we articulate three meanings of the concept of populism for the study of discourse, ideology and politics. In this way, we seek to replace the reading keys of the Prince as a leader and symbolic representation of a collective will and the modern Prince as a political force and collective subject aimed at contributing to the organization of said will. Likewise, populism as a singular political discourse, as a logic of articulation of popular demands, and as a social pact strategy, make up the three ways of analysis to enquire about the construction of hegemony during the last government of the Kirchnerist period. General aspects of the cycle of Kirchnerist governments since 2003 are synthesized, to focus on the last term of Cristina Fernández (2011-2015). There, we reconstruct the context of each year, working, on the one hand, on a corpus of 60 speeches that include the opening sessions of Congress, significant national dates, intervention in international forums, addresses to militants and presentation of the main policies of the period and, on the other, addressing the analysis of those policies through official documents, laws, decrees and socio-economic indicators.
