¿Vecinos o ciudadanos? El fenómeno NIMBY: Participación social desde la facilitación organizacional

Abstract

En el trabajo se focaliza un tópico del imaginario urbano puesto en juego con recurrencia en procesos de participación social dentro de la planificación urbano-ambiental, el llamado Nimby (not in my back yard: no en mi patio trasero) o SPAN (sí, pero aquí no), que plantea el eje de discusión en torno al”de quién” y “para quién” de la ciudad y de lo urbano: ¿vecinos o ciudadanos? Lo exponemos en un caso de demanda desde el Estado al antropólogo para colaborar en un proceso de participación institucional, dentro de un Plan Urbano Ambiental. Se analizan las bases ideológicas del fenómeno Nimby, sus distintos enfoques, ejes de debate y necesidad de articular el registro y la intervención en torno al poder participativo vecinal y ciudadano, como un desafío permanente.

In this work a subject of the urban imaginary is being analyzed and how this subject is placed recurrently in social participation processes within the urban-environmental planning, the so-called Nimby (not in my back yard) or YBNH (Yes but not here) that proposes the focus of the discussion about “whose” and “for whom” is the urban and the city: citizens or neighbours? We show this in a demand from the State to the anthropologist to collaborate in a process of institutional participation, within an urbanenvironmental plan. The ideological foundations of the Nimby are analyzed, their different approaches, discussion focus, and the need to articulate the register and the intervention towards the citizen-neighbour participative power, as a continuous challenge.
