En casa con memoria: conmemoraciones públicas del pasado dictatorial durante la pandemia de covid-19 (2020-2021)

Abstract

El advenimiento de la pandemia por covid-19 y las disposiciones que el Gobierno Nacional tomó en marzo del 2020 dictaminando el Aislamiento Social Preventivo y Obligatorio, supusieron un desafío para la ciudadanía a la hora de manifestarse públicamente. A una semana de comenzar el aislamiento, llegaba el Día Nacional de la Memoria; fecha central para las organizaciones de derechos humanos (ODH) que llevaban décadas impulsando distintas actividades públicas alrededor de ese día. Rápidamente, las ODH de todo el país instaron a la ciudadanía a quedarse en casa y propusieron actividades alternativas. No obstante, esto, entre los años 2020-2021 tanto ODH como otros actores comprometidos con la causa que demanda memoria, verdad y justicia (MVJ) en relación a los crímenes de la última dictadura cívico-militar lograron sostener su activismo. Recurriendo a repertorios de acción clásicos y alternativos, que fluctuaron entre modalidades virtuales, de carácter híbrido y otras fundamentalmente analógicas. Centrándonos en el caso de las ODH de Mar del Plata y sus articulaciones a escala nacional, este trabajo tiene por objetivo analizar los cambios y continuidades que presentaron los repertorios de acción desplegados por estos actores para conmemorar el 24 de marzo los años 2020 y 2021. Al mismo tiempo, se explorarán las variaciones político-estratégicas que sostuvieron esas acciones entre aquellos años. En última instancia, este trabajo busca ser un aporte para comprender qué formas de activismo se configuraron a nivel local durante el contexto sociopolítico atravesado por la pandemia y su transición posterior.

The advance of the covid-19 pandemic and the measures taken by the National Government in March 2020, dictating the Preventive and Mandatory Social Isolation, implied a challenge for citizens to express themselves in the public space. A week after the beginning of the isolation, the National Day of Memory arrived; a central date for human rights organizations (ODH) that had been developing for decades different public activities around that day. Very quickly, the ODHs across the country encouraged citizens to stay at home and they proposed alternative activities. Nevertheless, between 2020-2021 both ODH and other actors committed to the cause that claim for memory, truth and justice (MVJ) -in relation to the last civil-military dictatorship's crimes- were able to maintain their activism. They achieved this by using classic and alternative repertoires of action, which included a mixture of virtual, hybrid and analog modalities. Focusing on the case of the ODHs of Mar del Plata and their articulations on a national scale, the purpose of this paper is to analyze the changes and continuities in the repertoires of action performed by these actors. In specific, to commemorate March 24th in 2020 and 2021. Furthermore, it also explores the political-strategic variations that sustained these actions during the period. In essence, this paper tries to be a contribution to understand what activism forms emerged at the local level during the sociopolitical context affected by the pandemic and its subsequent transition.
