El Ministerio de las Mujeres, Géneros y Diversidad durante el gobierno de Alberto Fernández: Del Volvimos Mujeres a los rigores de la crisis política

Abstract

El artículo analiza el caso del Ministerio de Mujeres, Géneros y Diversidad, creado en 2019 en la Argentina. El texto evalúa la representación descriptiva de las mujeres en el gabinete del presidente Alberto Fernández, en general, y en esta cartera, en particular, y examina cómo dicha representación se vio afectada por la derrota en las elecciones legislativas de 2021, que profundizó la inestabilidad de la coalición de gobierno y que llevó a cambios significativos en el gabinete. Estos cambios estuvieron marcados por una reorientación de los acuerdos políticos que priorizó el poder territorial de los gobernadores desplazando la agenda feminista y modificando los equilibrios políticos iniciales. El artículo advierte, finalmente, sobre la importancia de analizar tanto el nivel de la representación descriptiva de mujeres y diversidades (cuántas ocupan altos cargos de gobierno), como también su representación sustantiva, es decir, en qué medida sus necesidades y agendas se traducen en políticas públicas efectivas.

The article analyzes the case of the Ministry of Women, Gender and Diversity, created in 2019 in Argentina. The text evaluates the descriptive representation of women in the cabinet of President Alberto Fernández in general and in this portfolio in particular, and examines how such representation was affected by the defeat in the 2021 legislative elections, which deepened on the instability of the government coalition and led to significant changes in the cabinet. These changes were marked by a reorientation of political agreements that prioritized the territorial power of the governors, displacing the feminist agenda and modifying the initial political balances. Finally, the article warns about the importance of analyzing not only the level of descriptive representation of women and diversities (how many occupy high government positions), but also their substantive representation, that is, to what extent their needs and agendas are translated into effective public policies.
