Unidos por la desgracia: Agro, reforma tributaria y crisis estatal en el ocaso de la Convertibilidad

Abstract

El presente artículo tiene como objetivo explorar las redes conflictuales que indicaron el inicio del quiebre en torno al consenso sobre el régimen convertible de Argentina que las corporaciones agropecuarias habían cimentado con el Gobierno de Menem desde su inicio. Para ello, nos enfocaremos en el análisis del intento de reforma tributaria de 1998-1999. Consideramos que esta coyuntura es una vía de acceso privilegiada para indagar la articulación entre Estado, corporaciones agropecuarias y partidos políticos en torno al lazo fiscal y lo que entendemos por culturas impositivas. En ese sentido, anclados en una metodología eminentemente cualitativa, reconstruiremos tanto las instancias de disputa y confrontación como las discursividades que orientaron la coyuntura mencionada y que se mediatizaron a través de la prensa. Tomaremos las intervenciones públicas de la dirigencia de las entidades rurales.

The aim of this paper is to explore the conflict networks that marked the beginning of the breakdown of the consensus on Argentina’s convertible regime that the agricultural corporations had cemented with Menem’s government since its inception. To this end, we will focus on the analysis of the 1998-1999 attempted tax reform. We consider that this juncture is a privileged access route to investigate the articulation between the State, agricultural corporations and political parties around the fiscal bond and what we understand as tax cultures. In this sense, anchored in an eminently qualitative methodology, we will reconstruct both the instances of dispute and confrontation as well as the discursivities that guided the mentioned juncture and that were mediatized through the press. We will take the public interventions of the rural entities’ leadership.
