El rol de las burocracias en los procesos de gobernanza del Consejo Nacional de Investigaciones Científicas y Técnicas entre 1996-2007

Abstract

El siguiente artículo analiza el rol de las burocracias, ligados a la dirección y gestión de política científica y tecnológica, dentro del Consejo Nacional de Investigaciones Científicas y Técnicas (CONICET) en el marco de los cambios de la gobernanza de las instituciones de Ciencia y Tecnología (CyT) entre 1996-2007.En este marco, la pregunta que orienta este trabajo es la siguiente: ¿Cuál fue el rol de las burocracias ligadas a la dirección y la gestión en el CONICET frente a los cambios en los procesos de gobernanza interna entre 1996-2007? En un orden general, los hallazgos muestran que durante el período 1996-2007 la naturaleza de los diversos tipos de recursos empleados por las burocracias en el CONICET no fue fortuita; sino que respondieron a una serie de normas ligadas a los cambios en la gobernanza de las instituciones de CyT, que establecieron lineamientos para la acción y proveyeron de instrumentos legítimos para la realización de las actividades por parte de las burocracias. La estrategia metodológica se destaca por la elección de abordaje cualitativo de los datos paraanalizar la dinámica y el rol de las burocracias ligadas a la dirección y la gestión en el CONICET.

The following article analyzes the role of bureaucracies linked to the direction and management of the scientific policy of the National Council for Scientific and Technical Research (CONICET) in the context of the changes in the governance of Science and Technology (S&T) institutions between 1996-2007: What was the role of the bureaucracies involved in the direction and management functions at CONICET in the face of the changes in the internal governance processes between 1996-2007? In a general order, the findings show that during the period 1996-2007 the nature of the various types of resources employed by the bureaucracies in CONICET was not fortuitous; rather, they responded to a series of norms linked to changes in the governance of S&T institutions, which established guidelines for action and provided legitimate instruments for the performance of activities by the bureaucracies. The methodological strategy stands out for the choice of a qualitative approach to analyze the dynamics and role of the bureaucracies involved in the leadership and management functions of CONICET.
