Infraestructura, cursos de agua y ciudad: Un análisis para la ciudad de La Plata, Argentina

Abstract

Las obras de infraestructura constituyen la base material de la ciudad, y como tales, son elementos con gran capacidad de transformación del paisaje urbano. Las obras hidráulicas, además transforman las condiciones físico-naturales de un sitio, dado que dejaría de ser inundable. La cuenca del arroyo del Gato es la más relevante de la ciudad de La Plata (Provincia de Buenos Aires), tanto por su extensión como por su grado de urbanización, por ello ha sido objeto de grandes obras de infraestructura desde la fundación de la ciudad hasta hoy. El presente artículo tiene como objetivo principal analizar el impacto urbano de tres obras desarrolladas en la cuenca. Se buscará despejar incógnitas acerca de las transformaciones urbanas asociadas a las obras, sobre las percepciones sociales, y en relación a lo que representa un arroyo a cielo abierto en la ciudad. Se desarrolla un trabajo cualitativo, a partir de encuestas realizadas en los sectores afectados por las obras. Los principales resultados aluden al efecto diferencial de las obras de infraestructura en áreas céntricas y periféricas de la ciudad, al papel en el desarrollo urbano de las diferentes zonas, y al rol que desempeñan en las diferentes percepciones del riesgo.

Infrastructure works constitute the material base of the city, and as such are elements with a great capacity for transforming the urban landscape. Hydraulic works also transform the physical-natural conditions of a site, given that it would no longer be a flood-prone. Del Gato stream basin is the most relevant in the city of La Plata (Buenos Aires Province), both for its size and its degree of urbanization, which is why it has been the subject of major infrastructure works since the founding of the city until today. The main objective of this article is to analyze the urban impact of three infrastructures developed in the basin. It will seek to clear up unknowns about the urban transformations associated with the works, about the social perceptions, and in relation to what an open stream represents in the city. A qualitative work is developed, based on surveys carried out in the sectors affected by the works. The main results refer to the differential effect of infrastructure works in central and peripheral areas of the city, the role in the urban development of the different areas and the role they play in the different perceptions of risk.
