La lucha isleña: periodización del conflicto socioambiental en el Parque Nacional Islas de Santa Fe (Argentina)

Abstract

La creación del Parque Nacional Islas de Santa Fe, en 2010, en el delta del ríoParaná, generó conflictos con las familias isleras y población que utilizaba elárea, que se prolongaron por más de una década. La configuración de los conflictos se fue transformando al cambiar las estrategias de lucha y las políticasde conservación del Parque. Aquí se analiza el carácter productivo que tuvo elconflicto con los isleros, que generó nuevas formas de agrupaciones sociales,nuevas configuraciones institucionales y de vínculo con el territorio. Paraesto se realiza una periodización del conflicto en tres momentos que hansido consecuentes con distintas gestiones a nivel del gobierno nacional. Estosmomentos son de conservación estricta, donde las tensiones se plantearon demanera individualizada, otro de judicialización del conflicto que llevó a lospobladores a una estrategia en común, y un tercero de conservación reactivafrente a una lucha que comenzó a profundizarse. Estas políticas de conservación se definen en las luchas, alianzas y negociaciones entre los actores.Este trabajo tiene cierto carácter autoetnográfico dado el involucramientoactivo del autor en el conflictoy por haber ocupado un cargo de gestión en elParque durante un breve período.

The creation of the Islas de Santa Fe National Park, in 2010, in the Paraná River delta, generated conflicts with island families and the population that used the area. The configuration of the conflicts was transformed by changing the fighting strategies and conservation policies of the Park. In this article we analyze the productive nature of this conflict, which generated new institutional configurations and the relations with the territory. The periodization of the conflict is carried out in three moments that have been consistent with different governmental policies. These moments are of strict conservation, where the tensions were raised individually, another moment of judicialization of the conflict led the inhabitants to a common strategy, and a third moment of reactive conservation in the face of a struggle that began to deepen. These conservation policies are defined in the struggles, alliances and negotiations between actors. This article has an autoethnographic character given the author’s active involvement in the conflict and having held a management position in the Park.
