Cooperaciones científicas internacionales centro-periféricas y ciencia regulatoria: Conservacionismo, áreas naturales protegidas y ecoturismo en la costa Patagónica Argentina (1988-2018)

Abstract

Existen dos perspectivas respecto de las cooperaciones científicas internacionales centro-periféricas. La primera afirma que pueden producir conocimientos útiles para resolver problemas sociales típicos de la periferia. La segunda es más crítica y plantea que los conocimientos producidos se orientan por los intereses de actores centrales y, por ello, rara vez son útiles para resolver problemas periféricos. En este artículo, sostendremos que ambas posturas pueden, parcialmente, ser ciertas, es decir, investigaciones orientadas por intereses extranjeros pueden ser de gran utilidad para la periferia. Como caso de estudio, indagaremos en las cooperaciones científicas orientadas a la conservación de los pingüinos de Magallanes, en la Patagonia. Estas investigaciones fueron financiadas, mayoritariamente, por ONGs internacionales y permitieron a los equipos periféricos producir conocimientos novedosos sobre conservación. Nuestra metodología utilizó datos bibliométricos de Web of Science, análisis de redes sociales y de documentos públicos. Observaremos que los conocimientos producidos sirvieron para regular una actividad económica emergente, el ecoturismo. Esta actividad se basó en la disponibilidad de recursos naturales (especies autóctonas) y permitió la exportación de servicios turísticos. Así, argumentaremos que los investigadores de la periferia fueron centrales para el desarrollo de una nueva actividad económica típica de la periferia: la explotación y exportación de servicios basados en recursos naturales.

There are two perspectives regarding center-peripheral international scientific cooperation. The first affirms that they can produce useful knowledge to solve typical social problems on the peripher. The second is more critical and argument that the knowledge produced is guided by the interests of central actors and, therefore, it is rarely useful to solve peripheral problems. In this article, we will argue that both positions can partially be true, that is, investigations oriented by foreign interests can be very useful for the periphery. As a case study, we will investigate scientific cooperation aimed at the conservation of Magellanic penguins in Patagonia. These investigations were financed, mainly, by international NGOs, they allowed peripheral teams to produce novel knowledge on conservation. Our methodology used bibliometric data from Web of Science, social network´s analysis and information from public documents. We will observe that the knowledge produced served to regulate an emerging economic activity, the ecotourism. This activity was based on the availability of natural resources (native species) and allowed the export of tourist services. Thus, we will argue that researchers from the periphery were central to the development of a new economic activity typical of the periphery: the exploitation and export of services based on natural resources.
