Convenios Colectivos de Trabajo en el Sistema Pesquero Argentino: un análisis de los CCT del procesamiento de materia prima

Abstract

En el siguiente trabajo presentamos un relevamiento de los Convenios Colectivos de Trabajo (en adelante CCT) que regulan la actividad pesquera industrial argentina, realizando una breve caracterización general según el año en que se firmaron y la participación sindical y empresarial, mientras que profundizaremos en el análisis de los CCT que regulan el trabajo del procesamiento en tierra. Partimos del supuesto que los CCT son un indicador sociolaboral para comprender cómo se estructura una actividad económica, expresando la forma que asumen una parte de las relaciones sociales de producción, asegurando un piso mínimo de condiciones sociales y laborales, de derechos y obligaciones. Veremos que, al unísono de lo que estaba sucediendo a nivel país, a partir del año 2003 aumenta significativamente la cantidad de convenios y acuerdos colectivos de trabajo celebrados. De todas maneras, consideramos que se trató de una recuperación del rol de los sindicatos más que de una revitalización ya que los CCT firmados en este periodo flexibilizan condiciones laborales reguladas con anterioridad. En este sentido, el CCT 161/75, firmado en el año 1975 es el convenio que ofrece las mejores condiciones de trabajo para quienes se encuentran en las fábricas. Utilizaremos como fuente de datos un relevamiento realizado por el Observatorio del Sistema Pesquero Argentino.

In the following paper we present a survey of the Collective Labour Agreements (hereafter CCTs) that regulate the Argentinean industrial fishing activity, making a brief general characterisation according to the year in which they were signed and the trade union and business participation, while we will deepen in the analysis of the CCTs that regulate the land-based processing work. We start from the assumption that CCTs are a socio-labour indicator to understand how an economic activity is structured, expressing the form that part of the social relations of production take, ensuring a minimum floor of social and labour conditions rights, and obligations. We will see that, in unison with what was happening at the national level, from 2003 onwards the number of collective bargaining agreements and collective labour agreements has increased significantly. In any case, we consider that this was a recovery of the role of trade unions rather than a revitalisation, since the CCTs signed in this period made previously regulated working conditions more flexible. In this sense, CCT 161/75, signed in 1975, is the agreement that offers the best working conditions for those in the factories. We will use as a source of data a survey carried out by the Observatorio del Sistema Pesquero Argentino.
