Una ley para las milongas: Participación social, patrimonio cultural y políticas públicas

Abstract

Un aspecto central en los procesos de salvaguarda contemporáneos está dado por el protagonismo y la participación que adquieren distintos sujetos y grupos de la sociedad civil (comunidades locales, movimientos culturales, asociaciones civiles, ONGs) en la activación y gestión del patrimonio cultural. Al respecto, distintas investigaciones señalan una relación tensa y compleja entre esta participación social y el campo del patrimonio cultural. En este artículo me propongo reflexionar sobre las formas de involucramiento y las estrategias políticas llevadas a cabo por un movimiento de organizadores de milongas surgido en la ciudad de Buenos Aires. A partir de una investigación etnográfica procuraré contextualizar los campos de tensión que se han desplegado en torno a las milongas y los espacios de baile de tango que funcionan en la ciudad. Puntualmente, me interesa analizar el trabajo de formulación de una política pública con el fin de explorar en ciertas problemáticas ligadas a la participación de actores y movimientos culturales que se colocan al frente de determinadas demandas en defensa del patrimonio cultural. De manera más específica, me referiré al proceso de construcción y materialización de una ley -sancionada en el año 2016- a partir de la cual se busca fomentar la actividad que realizan las milongas porteñas.

A central aspect in contemporary safeguarding processes is given by the protagonism and participation that different subjects and groups of civil society acquire (local communities, cultural movements, civil associations, NGOs) in the activation and management of cultural heritage. In this regard, different investigations indicate a tense and complex relationship between this social participation and the field of cultural heritage. In this article I propose to reflect on the forms of involvement and political strategies carried out by a movement of milonga`s organizers that emerged in the city of Buenos Aires. Starting from an ethnographic investigation, I will try to contextualize the fields of tension that have been deployed around the milongas and the tango dance spaces that function in the city. Specifically, I am interested in analyzing the work of formulating a public policy in order to explore certain problems linked to the participation of cultural actors and movements that are placed at the forefront of certain demands in defense of cultural heritage. More specifically, I will refer to the process of construction and materialization of a law – sanctioned in 2016 – from which it seeks to promote the activity carried out by the Buenos Aires milongas.
