La planificación científico tecnológica local en cuestión: Reflexiones sobre problemas emergentes y límites del Plan Argentina Innovadora 2020 en su relación con la actividad del enclave Veladero

Abstract

Este artículo reflexiona sobre la relación problemática entre el desarrollo del Plan Argentina Innovadora 2020 (PAI2020) y el funcionamiento del enclave megaminero Veladero, situado en la región norte de San Juan.El artículo atiende inicialmente a la evolución histórica de la planificación, apreciando modificaciones entre sus rasgos iniciales y sus formas más actuales. Si en sus inicios el modo lineal de planificación tiende a la abstracción de los procesos sociales que la propia planificación tiene por objeto (y por lo tanto a una cierta despolitización), posteriormente se aprecian cambios hacia formas más adaptativas y flexibles, que en teoría permitirían captar los aspectos políticos de la ciencia y la tecnología. Se considera que esta tensión es muy relevante para la planificación científico-tecnológica en América Latina, dado el carácter eminentemente político de sus rasgos distintivos.En consideración de esta cuestión, el trabajo analiza fundamentos, criterios y proyecciones del caso del PAI2020 y delimita problemas emergentes respecto de la trayectoria tecnológica del enclave Veladero. En las conclusiones se remarca el carácter necesariamente político de toda planificación científico-tecnológica y su particularidad en la región. Frente a ello, se proponen como relevantes tres aspectos para el desarrollo de una planificación científico-tecnológica en el ámbito local.

This article analyzes the problematic relationship between the development of the Plan Argentina Innovadora 2020 (PAI2020) and the operation of the mega-mining enclave Veladero, in the northern region of San Juan. Initially attends to the historical evolution of planning, appreciating modifications between both its initial and most recent features. Originally, the linear mode of planning tends to skip the social processes that the planning itself has as its object (and therefore leads to depoliticization). Afterwards, we appreciate changes towards more adaptive and flexible forms which in theory would allow to address the political aspects of science and technology. This tension is very relevant for scientific-technological planning in Latin America, given the eminently political character of its distinctive features. In consideration of this issue, the work analyzes the foundations, criteria and projections of the case of the PAI2020 and delimits emerging problems regarding the technological trajectory of the Veladero enclave. The conclusions highlight the necessarily political features of all scientific-technological planning and its particularity in the region. Considering this issue, three aspects are proposed as relevant for the development of scientific-technological planning at the local level.
