Regularización migratoria y acceso a derechos de la población venezolana en la Argentina: el caso de la Ciudad de Buenos Aires

Abstract

El objetivo de este artículo es describir la situación actual de la población venezolanaresidente en la Argentina, con la premisa de que la facilitación de su regularizaciónmigratoria tiene un impacto directo y positivo sobre su inclusión socioeconómica y política.Para alcanzar este fin, en primer lugar, se analizan las peculiaridades del marco regulatorioargentino desde una perspectiva comparada. En segundo lugar, se indagan los efectos delsistema de regularización del país y su materialización en trámites de radicación resueltos.En tercer lugar, se examinan las características de esta población, las potenciales brechasde acceso efectivo a derechos sociales y económicos y la potencialidad de ejercer elvoto en la Ciudad de Buenos Aires, donde se concentra la mayor cantidad absoluta yrelativa de migrantes venezolanos del país. Para concluir, se reitera la importancia de laregularización migratoria como condición necesaria (aunque no única ni suficiente) para elacceso efectivo a derechos de esta población en la Argentina

The objective of this article is to describe the current situation of the Venezuelan population residing in Argentina, based on the premise that facilitating the regularization of their migratory status has a direct positive impact on their social, economic and political inclusion. First, a comparative analysis is performed of the specific characteristics of the Argentine regulatory framework. The effects of the country’s regularization system are then examined, along with its operation, through applications for permanent residency that have been resolved. The article then turns to an examination of the characteristics of the population group, potential gaps in meaningful access to social and economic rights, and the possibility of voting in Buenos Aires, where the largest numbers of Venezuelan migrants are found in both absolute and relative terms. In its conclusion, the article reiterates the importance of regularization of migratory status as a precondition (although neither the sole nor a sufficient condition) for the effective access to rights of this population group in Argentina.
