Partidos políticos y respuesta a la pandemia COVID-19: Un análisis de dos municipios bonaerenses

Abstract

Luego de la firma del decreto que estableció el Aislamiento Social Preventivo y Obligatorio (ASPO) en todo el país, los gobiernos subnacionales ejecutaron políticas complementarias con el fin de contener el avance de casos de COVID-19 y morigerar los impactos socioeconómicos regresivos de la pandemia. En este plano de análisis, el trabajo indaga medidas implementadas por los gobiernos municipales de San Miguel y Malvinas Argentinas (Provincia de Buenos Aires) durante el año 2020, examinando sus principales características y las maneras en que fueron comunicadas oficialmente. Se señalan algunas similitudes entre las políticas impulsadas por ambos municipios, aunque también pueden advertirse diferencias importantes en las estrategias comunicacionales de cada gobierno local. El artículo sugiere que tales diferencias responden mayormente a la pertenencia partidaria de los intendentes y las bases de sustentación social de cada oficialismo local, antes que a las realidades sociales y productivas de los distritos.

After the decree that established the Preventive and Mandatory Social Isolation (ASPO) throughout the country, the subnational governments executed complementary policies in order to contain the advance of COVID 19 cases and mitigate the regressive socioeconomic impacts of the pandemic. This work investigates the measures implemented by the local governments of San Miguel and Malvinas Argentinas (Province of Buenos Aires) during 2020, examining their main characteristics and the ways in which they were officially communicated. Some similarities are pointed out between the policies promoted by both municipalities, although important differences can also be observed in the communication strategies of each local government. The article suggests that such differences respond mostly to the party affiliation of the mayors and the social support bases of each local officialdom rather than to the social and productive realities of the districts.
