Organizaciones civiles y personas en situación de calle: Ciudad de Buenos Aires, 2021

Abstract

El objetivo de este artículo es caracterizar algunas organizaciones de la sociedad civil que trabajan con las personas en situación de calle en la ciudad de Buenos Aires. Ello es importante porque desde el año 2016 se registra un preocupante aumento de la población que vive en la calle, por lo cual es importante analizar las organizaciones vinculadas con dicha población. De esta manera, se examinarán algunas organizaciones laicas de acuerdo con los siguientes interrogantes: cuándo se crearon, formas de organización, objetivos, financiamiento y relación con el Estado. El artículo se sustenta en una serie de entrevistas en profundidad realizadas durante 2019 y 2021 y los resultados dan cuenta tanto de las distintas formas de acción de las organizaciones, así como de su rol en la sociedad civil y su importancia específica en relación con los modos de habitar de las personas en situación de calle. El trabajo aporta tanto a los estudios sociales referidos a las organizaciones de la sociedad civil, como también a los estudios urbanos.

The objective of this is article is to give an account of some civil society organizations that work with homeless people in the city of Buenos Aires. This is important because since 2016 there has been a worrying increase in this population, which is why it is important to analyze the organizations linked to this problem. Accordingly, some secular institutions will be examined according to the following questions: when they were created, forms of organization, objectives, financing, and relationship with the State. The article is based on a series of interviews carried out during 2019 and 2021 and the results show both the different forms of action of the organizations, as well as their role in civil society and their specific importance in relation to the ways of living of people living on the street. The work contributes both to social studies referred to civil society organizations, as well as to urban studies.
