Juventudes, políticas y derechos en la era progresista: un análisis desde las desigualdades generacionales en la Región Cuyo

Abstract

El 2023 enfrenta a toda la ciudadanía ante dos acontecimientos relevantes: los 40 años desde la recuperación de la democracia (1983) y la coyuntura electoral nacional con opciones, por un lado, de centro-derecha y neoliberales y, por otro, alianzas progresistas. A su vez, tal circunstancia se da en un contexto de recrudecimiento de las desigualdades como consecuencia de la pandemia por Covid 19 y las crisis económicas.En ese sentido, este aporte pretende plantear algunas claves interpretativas acerca del empleo de las juventudes en la Región Cuyo durante gobiernos de orientación progresista, por lo cual, se tendrá en cuenta la primera etapa kirchnerista: 2003-2015 y el posterior retorno durante 2019. Aunque también se incluirán datos sobre la situación laboral de las juventudes durante el período de gobierno neoliberal que abarcó desde 2016 hasta 2019, pues se considera que dicha etapa determinó algunas de las características que asumió el sucesivo tiempo progresista.Se recurrirá a información de la Encuesta Permanente de Hogares (EPH) del Instituto Nacional de Estadísticas y Censos (INDEC) para la Región Cuyo, asimismo, datos que posibilitan la intersección de las desigualdades generacionales con género, para lo cual el concepto de trabajo de cuidados deviene central.

2023 confronts all citizens before two relevant events: the 40 years since the recovery of democracy (1983) and the national electoral situation with options, on the one hand, of the center-right and neoliberals and, on the other, progressive alliances. In turn, this circumstance occurs in a context of worsening inequalities as a consequence of the Covid 19 pandemic and the economic crises. In this sense, this contribution intends to propose some interpretive keys about the employment of youth in the Cuyo Region during governments of progressive orientation, for which the first kirchnerist stage will be taken into account: 2003-2015 and the subsequent return during 2019. Although data on the employment situation of youth will also be included during the neoliberal government period that spanned from 2016 to 2019, since it is considered that this stage determined some of the characteristics that the successive progressive time assumed. Information from the Permanent Household Survey (EPH) of the National Institute of Statistics and Censuses (INDEC) for the Cuyo Region will be used, as well as data that make possible the intersection of generational inequalities with gender, for which the concept of work of care becomes central.
