Repliegue del estado y avance de los sectores privados del transporte en la Ciudad de la Plata, desde su fundación hasta hoy (1882-2021)

Abstract

El artículo analiza la evolución histórica del transporte en relación al crecimiento de la ciudad de La Plata, observando la transformación de sus estructuras estatales, hacia formas de gestión crecientemente desreguladas y flexibles, replegándose el Estado en sus funciones de planificación y control. Este accionar ha ido generando un avance del sector privado sobre un Estado debilitado y permeable al lobby empresarial, llegando a consolidar una ciudad expandida e inviable para el transporte público. Presentamos cuatro periodos históricos, el primero, del auge de los transportes guiados en la ciudad fundacional, el segundo del comienzo de la expansión periférica de la mano del transporte automotor, el tercero de auge de los sistemas masivos de transporte, el cuarto de la desregulación de la ciudad y la consolidación de la automovilidad. El artículo analiza los efectos del progresivo deterioro del transporte sobre la calidad de vida urbana, exponiendo obstáculos y oportunidades que se presentan en la actualidad al Estado para recuperar calidad de movilidad y uso de transporte público.

The article analyzes the historical evolution of public transport and the growth of the city of La Plata, observing the transformation of its state structures towards increasingly unregulated and flexible forms of management, with the Statewithdrawing in its planning and control functions. This action has been generating an advance of the private sector on a weakened St ate and permeable to the business lobby, reaching the consolidation of an expanded and unviable city for public transport.We present four historical periods, the first of the rise of guided transport of the founding city, the second of the beginning of peripheral expansion of the hand of the automotive transport, the third of the boom of massive systems, the fourth of the deregulation of the city and the consolidation of automobilties. The article analyzes the effects of t he deterioration of transport on urban quality and the quality of life of users, exposing the obstacles that are currently presented to the State to guarantee transport as a public service.
