Política Exterior Populista: identificación de variables en el gobierno de Cristina Fernández de Kirchner (2007-2015)

Abstract

El objetivo de este artículo es caracterizar la política exterior del gobierno de Cristina Fernández de Kirchner (CFK) (2007-2015), en clave populista. Para ello, trabajamos con tres variables que identifican Destradi y Plagemann (2019). Según estos autores, los gobiernos populistas tienden a plantear relaciones bilaterales más conflictivas, intentan debilitar la gobernanza global y sus instituciones, y a centralizar y personalizar la elaboración de sus políticas exteriores. A estas variables, sumamos una cuarta: la predisposición a establecer nuevas asociaciones internacionales en detrimento a las tradicionales. En este sentido, cada una de ellas, en menor o mayor medida, sirvieron para caracterizar la política exterior de CFK como populista, permitiendo entender su comportamiento internacional, como así también validar las variables propuestas.

The objective of this article is to characterize the foreign policy of the government of Cristina Fernández de Kirchner (CFK) (2007-2015), in a populist key. To do so, we work with three variables identified by Destradi and Plagemann (2019). According to these authors, populist governments tend to propose more conflictive bilateral relations, attempt to weaken global governance and its institutions, and centralize and personalize their foreign policy making. To these variables, we add a fourth: the predisposition to establish new international partnerships to the detriment of traditional ones. In this sense, each of them, to a greater or lesser extent, served to characterize CFK’s foreign policy as populist, allowing us to understand her international behavior, as well as to validate the variables proposed.
