Intervención social del Estado, discursos y gubernamentalidad neoliberal en Argentina (2015-2019)

Abstract

El presente trabajo pretende reconstruir la intervención social durante el ciclo político que condujo el gobierno de Cambiemos en el marco de la gubernamentalidad neoliberal desde el análisis discursivo. Así dicho, se entiende que el neoliberalismo es una racionalidad política constitutiva denuestra época y trastoca todas las instancias de la vida cotidiana. En tanto forma de gobierno, al mismo tiempo, implica la constitución de la construcción de ciertos problemas y abordajes que se habilitan en las fronteras de lo pensable a partir del régimen de veridicción contemporáneo. Visto así, el objetivo central aquí será abordar introductoriamente ese conjunto de significados que circulan por la red discursiva y se manifestaron para justificar la acción social estatal. En ese sentido, en el artículo además de la fundamentación y conceptualización de la perspectiva teórica utilizada, se identifican tres dimensiones que estructuran se caracterizan, valoran y/o justifican las maneras en que el Estado interviene socialmente. Dimensiones, que operan como fundamentos simbólicos, las cuales se categorizan de la siguiente manera: el estado de la pobreza, el mercado de la desigualdad y el reconocimiento de la diferencia.

This paper aims to reconstruct the social intervention during the political cycle led by the Cambiemos government within the framework of neoliberal governmentality from discursive analysis. Thus said, it is understood that neoliberalism is a constitutive political rationality of our time and disrupts all instances of daily life. As a form of government, at the same time, it implies the constitution of the construction of certain problems and approaches that are enabled on the frontiers of what is thinkable from the contemporary truth regime. Seen this way, the central objective here will be to introduce an introductory approach to that set of meanings that circulate through the discursive network and manifest themselves to justify state social action. In this sense, in the article, in addition to the foundation and conceptualization of the theoretical perspective used, three dimensions are identified that structure, characterize, value and/or justify the ways in which the State intervenes socially. Dimensions, which operate as symbolic foundations, which are categorized as follows: the state of poverty, the market of inequality and the recognition of difference.
