Tras los rastros del agua: Análisis del impacto de la inundación del 2 abril de 2013 en La Plata en el mercado de suelo urbano

Abstract

El 2 de abril de 2013 en la ciudad de La Plata, Argentina, se desató una tormenta de inusual magnitud que ocasionó inundaciones en gran parte de la ciudad. Si bien hay indicios de que este suceso aún está presente en la memoria colectiva platense, vale interrogarse cómo estas “marcas de agua” han impactado en el mercado de suelo urbano. En este sentido, este artículo se plantea como principal objetivo analizar la influencia de la inundabilidad en el mercado de suelo de la ciudad en un lapso de tiempo que comprende desde 2013 hasta 2020, examinando el comportamiento de los valores de las propiedades situadas en las zonas con mayor nivel de agua en calle en la citada inundación en relación a las zonas no anegadas, la cantidad de avisos publicados en el período y la alusión que se hace en los avisos sobre la inundación. La metodología seguida es de carácter cuali-cuantitativo y está estructurada en torno al análisis de avisos inmobiliarios del principal periódico de la ciudad. Centro, periferia, obras hidráulicas y arroyos serán temas claves a la hora de hablar de la memoria de la inundación y el valor del suelo en La Plata.

On April 2, 2013, in the city of La Plata, Argentina, a storm of unusual magnitude broke out, causing floods in a large part of the city. Although there are indications that this event is still present in the collective memory of La Plata, it is worth questioning how these "watermarks" have impacted the urban land market. In this sense, the main objective of this article is to analyze the influence of flooding in the urban market in a period of time that includes from 2013 to 2020, examining the behavior of the values of the properties located in the areas with a higher level of water in the street in the aforementioned flood in relation to the non-flooded areas, the number of notices published in the period and the allusion made in the notices about the flood. The methodology followed is of a qualitative-quantitative nature and is structured around the analysis of real estate advertisements from the main newspaper in the city. Center, periphery, hydraulic works and streams will be key issues when talking about the memory of the flood and urban land market in La Plata
