Desarrollismo, Alianza para el Progreso y Revolución Cubana. Frondizi, Kennedy y el Che en Punta del Este (1961-1962)

Abstract

Las relaciones entre la Casa Blanca y la Casa Rosada cobraron un particular interés a principios de los años sesenta, cuando la radicalización de la Revolución Cubana trastocó por completo el sistema interamericano. En el presente artículo se analiza esta particular etapa del vínculo bilateral, focalizando en la Conferencia del Consejo Interamericano Económico y Social y en la VIII Reunión de Consulta de Cancilleres Americanos, realizadas en Punta del Este (Uruguay) en 1961 y 1962, respectivamente. En ambas cumbres se discutieron los alcances de la ?Alianza para el Progreso? y la expulsión de Cuba de la OEA. La posición ambivalente del gobierno de Frondizi y las presiones de la Casa Blanca debilitarían aún más la posición del gobierno argentino, generando, en parte, las condiciones para su derrocamiento, en marzo de 1962. Poco antes, en febrero, las fuerzas armadas forzaron al presidente a la ruptura de relaciones diplomáticas con Cuba. Entender las incidencias de la relación con Estados Unidos a lo largo de este proceso permitirá vislumbrar el alcance que la Doctrina de Seguridad Nacional tendría en el país en los años siguientes.

US-Argentina relations took a particular interest in the early sixties, when the radicalization of the Cuban Revolution disrupted the Inter-American system. This article discusses this stage of the bilateral relations, focusing on the Conference of the American Economic and Social Council and the Eighth Meeting of Consultation of American Foreign Ministers, held in Punta del Este, Uruguay, in 1961 and 1962. In both meetings the delegations discussed the scope al the "Alliance for Progress" and the expulsion of Cuba from the OAS. The ambivalent position of Frondizi and the White House pressures weaken the Argentine government position, creating the conditions for its overthrow in March. 1962. Earlier, ib February, the Armed Forces pushed Frondizi to break diplomatic relations with Cuba. Understanding the implications of the US-Argentina relations throughout this process will allow us to understand the great influence of the National Security Doctrine in Argentina in the following years.
