El ecosistema de gobierno abierto: un análisis de la experiencia gubernamental en la Ciudad de Buenos Aires

Abstract

Este estudio aborda el proceso de implementación del Ecosistema de Gobierno Abierto en el caso de la Ciudad de Buenos Aires en los últimos años. A partir de la decisión del Gobierno de la Ciudad de Buenos Aires de participar en el programa piloto de entidades subnacionales de la Alianza para el Gobierno Abierto (AGA) y de una serie de iniciativas dentro del Gobierno para promover la apertura de datos y de información pública se creó el Ecosistema Gobierno Abierto. El Ecosistema nuclea una gran variedad de iniciativas para generar un Estado más transparente y una mayor interacción entre Estado y Sociedad Civil a partir de la participación ciudadana. Este estudio de caso, describe los orígenes del Ecosistema, las diversas iniciativas que lo componen y los principales desafíos en la implementación de dicho programa. El argumento central del trabajo es que los sectores encargados de impulsar estas políticas tienen objetivos y desafíos propios de lo que en la literatura se ha denominado "instituciones misioneras" (Drezner 2000). Es decir, se trata de instituciones que tienen objetivos transversales a la administración, sujetas a resistencias de otros sectores y que buscan promover valores y prácticas al interior de otras oficinas del Estado.

This study addresses the process of implementation of the Open Government Ecosystem in the case of the City of Buenos Aires in recent years. Following the decision of the Government of the City of Buenos Aires to participate in the pilot program of subnational entities of the Open Government Partnership (OGP) and a series of initiatives within the government to promote open data and public information, the Open Government Ecosystem was created. The Ecosystem brings together a wide variety of initiatives to generate a more transparent State and greater interaction between the State and Civil Society based on citizen participation. This case study describes the origins of the Ecosystem, the various initiatives that comprise it and the main challenges in the implementation of this program. The central argument of the paper is that the sectors in charge of promoting these policies have objectives and challenges typical of what in the literature has been called "missionary institutions" (Drezner 2000). In other words, these are institutions that have objectives that cut across the administration, are subject to resistance from other sectors and seek to promote objectives and values within other offices of the State.
