El desafío de conjugar varios tiempos y velocidades: corresponsabilidad civil-militar en la llegada al gobierno de Hugo Chávez Frías

Abstract

El golpe de Estado contra el gobierno de Hugo Chávez en 2002, y sobretodo la respuesta política a este, nos permite detenernos sobre dos dimensiones que en este artículo buscaremos interpretar. Primero, la factibilidad de llevar a la práctica un proyecto político dirimido entre los objetivos estratégicos de una organización como el Movimiento Bolivariano Revolucionario 200 (MBR-200) desde hacía dos décadas y la ventana táctica electoral -abierta por el Movimiento Quinta República(MVR), desde 1997. A su vez, el recuperar el largo origen de las articulaciones civiles y militares sostenidas en el tiempo nos llevará a explicar la llegada al gobierno, colocando el lente en las continuidades entre programas y acciones civiles y militares específicas. En este trabajo buscamos indagar sobre la forma que va a adquirir la unión cívico-militar una vez en el gobierno, tanto en términos programáticos como en acciones políticas concretas. Todo ello será brevemente analizado a partir de dos circunstancias significativas en cuanto a la articulación de civiles y militares: la creación del Plan Bolívar 2000 y la continuidad-relanzamiento de los Círculos Bolivarianos.

The coup against the government of Hugo Chávez in 2002, and especially the political response to it, allows us to dwell on two dimensions that we will seek to interpret in this article. First, the feasibility of putting into practice a political project determined between the strategic objectives of an organization such as the Movimiento Bolivariano Revolucionario 200 (MBR-200) for two decades and the "tactical window" -electoral- opened by the Movimiento Quinta República (MVR), since 1997. In turn, recovering the long "origin" of civil and military articulations sustained over time will lead us to explain the arrival to the government, placing the lens on the continuities between civil and military programs and actions specific. In this paper we seek to investigate the form that the civic-military union is going to acquire once in government, both in programmatic terms and in concrete political actions. All of this will be briefly analyzed based on two significant circumstances in terms of the articulation of civilians and the military: the creation of the “Plan Bolívar 2000” and the continuity-relaunch of the Bolivarian Circles.
