Política Exterior y Percepción del mundo: El caso de Argentina frente a los cambios sistémicos

Abstract

A menudo nos preguntamos qué factor entrevarios predomina en la política exterior de un país, y unode ellos es la percepción que tal política acarrea sobre elmundo y terceros actores, hasta el punto de determinarla posición internacional del Estado. La construcción dela percepción, en cuanto mecanismo subjetivo, traduce lavisión del mundo desde la política exterior, y cómo estapolítica quiere tratar la relación con ese mundo, más alláde lo observado. La percepción jugó un rol muy importanteen la política exterior cuando Argentina debió afrontarcambios sistémicos, como los sucedidos en los años treintay noventa del siglo pasado. En este trabajo se describe yevalúa la percepción en la política exterior argentina frentea ambas modificaciones internacionales, y su nivel deincidencia sobre la postura que adoptó el país. El estudiorealizado consistió en tratar las dos instancias temporales,disímiles entre sí, como una muestra cualitativa noprobabilística referida al desafío que ambos cambios leplantearon al país y su política exterior.

We often wonder what factor among several predominates in a country’s foreign policy, and one of those factors is the perception that such a policy carries about the world and third parties, to the point of determining the international position of the State. The construction of perception, as a subjective mechanism, translates what world is known from the foreign policy to be applied, and how this policy wants to deal with the relationship with that world, beyond what is observed. Perception played a very important role in foreign policy, when Argentina had to face systemic changes such as those that happened in the thirties and nineties of the last century. This paper describes and evaluates the perception in Argentine foreign policy in the face of both international modifications, and its level of impact on the position adopted by the country. The study carried out consisted of treating the two temporal instances, dissimilar to each other, as a qualitative, non-probabilistic sample of the challenge that both changes posed to the country and its foreign policy.
