Consideraciones y aspectos fundamentales de la nueva ley de humedales de la provincia de Misiones

Abstract

El objetivo del presente trabajo consiste en realizar un análisis de los aspectos generales de la Ley de Humedales de la provincia de Misiones. En este sentido se identificará si la norma integra conceptos esenciales asociados a estos ecosistemas, como los servicios ecosistémicos que brindan. Siendo un ecosistema tan importante como frágil, su protección y gestión representa un pilar significativo para el bienestar de la biodiversidad y la sociedad. La metodología es cualitativa, con un diseño de trabajo bibliográfico-documental y descriptivo, donde se analizará la norma con base en el documento aprobado por la Cámara de Representantes de la provincia de Misiones. Se tratará de detectar fortalezas y debilidades, a fin de precisar que tan efectiva puede ser la implementación de la misma. La reciente ley, si bien presenta distintas falencias, representa un antecedente fundamental para la regulación, conservación y preservación de los humedales en Argentina.

The objective of this paper is to carry out an analysis of the general aspects of the Wetlands Law of the province of Misiones. In this sense, it will be identified if the standard integrates essential concepts associated with these ecosystems, such as the ecosystem services they provide. Being an ecosystem as important as it is fragile, its protection and management represents a significant pillar for the well-being of biodiversity and society. The methodology is qualitative, with a bibliographic-documentary and descriptive work design, where the norm will be analyzed based on the document approved by the House of Representatives of the province of Misiones. It will try to detect strengths and weaknesses, in order to specify how effective its implementation can be. The recent law, although it has various shortcomings, represents a fundamental precedent for the regulation, conservation and preservation of wetlands in Argentina.
