Transformaciones en el/del espacio público urbano a partir de una acción colectiva: la experiencia de la asamblea barrial de San Carlos

Abstract

En el presente artículo, se indagan las transformaciones que se dieron en el/delespacio público urbano, a raíz del surgimiento de una acción colectiva, la cual tuvocomo objetivo revertir la situación crítica del hábitat en el barrio San Carlos, periféricoa la ciudad de La Plata. La creación de dicha acción es posterior a la inundación del 2de abril de 2013, acontecimiento que actuó como disparador modificando los usos yapropiaciones que los/las habitantes realizaban en el espacio público urbano.A partir de la inundación, la plaza principal de San Carlos fue utilizada activamentepor vecinos/as y organizaciones sociales para realizar reuniones semanales. A travésde entrevistas en profundidad a las/los integrantes de la acción colectiva, se indaga encómo los elementos estructurales de la ciudad neoliberal condicionan lastransformaciones materiales y simbólicas dentro del espacio barrial.Esta situación llevó a preguntarnos cómo se establecen vínculos simbólicos ymateriales con un espacio urbano determinado y qué importancia adquieren en laorganización barrial. Además, se indagó en su incidencia en la participación ciudadanade los habitantes, en la relación con el Estado y en cómo intervienen lascondicionantes espaciales del urbanismo neoliberal.

In this article, the transformations that took place in the urban public space are investigated, as a result of the emergence of a collective action, which aimed to reverse the critical situation of the habitat in the San Carlos neighborhood, peripheral to the city from La Plata. The creation of this action is after the flood of April 2, 2013, an event that acted as a trigger modifying the uses and appropriations that the inhabitants carried out in the urban public space. Since the flood, the main square of San Carlos was actively used by residents and social organizations to hold weekly meetings. Through in-depth interviews with the members of the collective action, it was investigated how the structural elements of the neoliberal city condition the material and symbolic transformations within the neighborhood space. This situation led us to ask ourselves how symbolic and material links are established with a given urban space and what importance they acquire in the neighborhood organization. In addition, it was investigated its incidence in the citizen participation of the inhabitants, in the relationship with the State and in how the spatial conditioning factors of neoliberal urbanism intervene.
