Reestructuración industrial en Argentina desde una perspectiva global: internacionalización productiva, liberalización y competencia coercitiva (1980-1998)

Abstract

El presente trabajo busca comprender los cambios en la industria argentina según el desarrollo de un fenómeno mundial: la Internacionalización de la Producción iniciada en la década del setenta. El análisis del caso permite entender como dichas transformaciones se establecieron por los límites de la competitividad industrial argentina, y la expansión fabril de otras regiones. Estas variaciones se observan en los procesos de reestructuración y crecimiento de la acumulación manufacturera argentina (1980-2014), y se distinguen por presentarse un creciente desarrollo fabril basado en la internacionalización, concentración y especialización de la producción. Se observa como este aspecto trajo aparejado una nueva heterogeneidad y desequilibrio estructural. El estudio aborda una metodología por un lado descriptiva, que integra el análisis empírico sobre la evolución industrial mundial y un examen del comportamiento manufacturero en el país de estudio. Por otro lado, se utilizan esquemas conceptuales ajustados al objeto de estudio como aporte cualitativo.

The objective of this paper is to explain the Argentine industrial restructuring that took place in 1980-1998 according to two global changes: on the one hand, under the process of productive internationalization (1970-2000), and on the other hand under the neoliberal context and of coercive competition in Argentina (1991-2001). For this, on the one hand, an understanding of the concepts of productive internationalization and coercive competition adjusted to the case study is carried out. On the other hand, a descriptive examination of industrial competitiveness in the world is carried out, and of the transformations that have occurred in Argentine industry at a general, intersectoral and microeconomic level. In this way, it is evident that in the face of industrial growth located in Asian countries, competitive lags are created in Argentina, resulting in a productive restructuring. It is concluded how this process reaches its consolidation in the neoliberal growth phase (1993-2001) through the internationalization, concentration, and specialization of production as part of a global phenomenon.
