Un análisis del crecimiento de la actividad biotecnológica en la Argentina en clave sistémica (1982-2022)

Abstract

Este artículo ofrece un recorrido histórico del crecimiento de la actividad biotecnológica en la Argentina desde la década de 1980 hasta la actualidad. El objetivo es contribuir a entender cómo se ha transformado, por un lado, la estructura productiva en este sector, en términos del tipo de empresas y las capacidades tecnológicas y productivas que se han desarrollado, y, por otro, el sistema de innovación (en términos de actores, vínculos e instituciones) asociado a la construcción de capacidades endógenas en esta actividad. El artículo se basa en una revisión bibliográfi ca de los estudios y mediciones a la actividad empresarial en biotecnología en la Argentina y en un trabajo de campo a fi rmas, instituciones de ciencia y tecnología, aceleradoras, cámaras y expertos del sector. A partir del análisis realizado se identifi can tres períodos en el desarrollo de la actividad empresarial en biotecnología en la Argentina, cada uno caracterizado por el predominio de una dinámica micro y meso económica específi ca y un sistema de innovación que se ha complejizado en términos de la cantidad y tipo tanto de actores intervinientes como de vinculaciones con el sector productivo. Los resultados permiten estilizar los principales rasgos del desarrollo de la actividad en este país y plantear interrogantes respecto a su dinámica y perspectiva futura.

This article off ers a historical overview of the growth of biotechnology activity in Argentina from the 1980s to the present. The objective is to contribute to a beĴ er understanding of the transformation, on the one hand, of the productive structure, in terms of the types of companies and the technological and productive capabilities that have been developed in the country, and, on the other hand, of the innovation system (in terms of actors, linkages and institutions) associated with the construction of endogenous capabilities in this activity. The article is based on a bibliographic review of studies and measurements of entrepreneurial activity in biotechnology in Argentina and on a fi eldwork study to fi rms, science and technology institutions, accelerators, chambers and experts in the sector. The analysis identifi es three periods in the development of entrepreneurial activity in biotechnology in Argentina, each one characterized by the predominance of specifi c micro and meso economic dynamics. During the period of analysis the sectoral innovation system has become more complex in terms of the number and type of actors involved and their links with the productive sector. The article identifi es the main features of the development of the biotechnology activity in this country and raise questions regarding its dynamics and future growth.
