La épica de la urgencia y los límites del Estado: La hechura de las políticas públicas frente a la pandemia en Argentina

Abstract

Frente a la pandemia del COVID-19 el gobierno argentino ideó dos grandes políticas de soporte a los hogares y las empresas, el Ingreso Familiar de Emergencia (IFE) y el programa de Asistencia de Emergencia al Trabajo y la Producción (ATP). Este artículo analiza su hechura y los dilemas de justicia enfrentados a partir de entrevistas con sus decisores políticos. Muestra que ambas medidas se crearon a gran velocidad, mediante un proceso fuertemente centralizado en el nivel nacional, y con singular articulación entre distintos ministerios y agencias estatales. Pese a ser formuladas por el mismo equipo, fueron muy diversas en sus alcances y replanteos ante problemas inadvertidos en el inicio, lo que permite catalogar al ATP como política de diseño flexible o “sintonía fina” y al IFE como política de diseño rígido o “sintonía gruesa”. Las razones de esa divergencia son a la vez técnicas y políticas.

Faced with the COVID-19 pandemic, the Argentine government developed two major policies to support households and businesses, the Emergency Family Income (IFE) and the Emergency Assistance to Labor and Production (ATP) program. This article analyzes their design and dilemmas of justice based on interviews with their political decision-makers. It shows that both measures were created at great speed, through a strongly centralized at the national level process, and with singular articulation between different ministries and state agencies. Although they were formulated by the same team, they were very different in their scope and their adjustments in response to problems unnoticed at the beginning. Therefore, the ATP can be classified as a policy of flexible design or "fine tuning" and the IFE as a policy of rigid design or "thick tuning". e reasons for this divergence are both technical and political.
