El juego político desencadenado: Tensiones entre cocheros, elites locales y la jefatura política en Rosario. 1906-1907

Abstract

El 22 de junio de 1906, el Concejo de la Municipalidad de Rosario terminaba de confeccionar el Reglamento General de Tráfico Público. Ese mismo día se comunicaba al Poder Ejecutivo Municipal que dicho código se haría efectivo a partir del 1 de octubre del mismo año, es decir, en dos meses aproximadamente. Esta nueva ordenanza obligaba a los carreros a solicitar en la policía una libreta de buena conducta, a lo que se le agregaba una fotografía y la impresión de las huellas digitales del solicitante. Efectivamente esto despertó un profundo malestar en el gremio del rodado, lo que llevó a solicitar la eliminación de ese punto, en caso contrario se llamaría a una huelga. A su vez, en ese mismo año se produce un cambio significativo en lo que respecta al control y vigilancia policiales. La llegada a la Jefatura Política de Néstor Fernández conllevó la aplicación de cambios en la estructura policial. En su jefatura se creó la División de Investigaciones, la cual tenía bajo sus órdenes al Gabinete Dactiloscópico como también la tarea de confeccionar los prontuarios, los cuales constituyen el principal acervo documental. El siguiente trabajo se propone analizar el impacto y las relaciones entre ambos sucesos, teniendo como marco contextual la Jefatura Política de Néstor Fernández.

On June 22, 1906, the Rosario Municipality Council finished drawing up the General Public Traffic Regulations. On the same day, the Municipal Executive Power was informed that said code would become effective as of October 1 of the same year, that is, in approximately two months. This new ordinance forced the drivers to request a good conduct book from the police, to which was added a photograph and the printing of the applicant’s fingerprints. Indeed, this aroused a deep unease in the shooting guild, which led to the request for the elimination of that point, otherwise a strike would be called. In turn, in that same year there is a significant change in terms of police control and surveillance. The arrival at the Political Headquarters of Néstor Fernández led to the application of changes in the police structure. At its headquarters, the Investigations Division was created, which had under its orders the Dactyloscopic Cabinet as well as the task of preparing the medical records. The following work proposes to analyze the impact and the relationships between both events, having as a contextual framework the Political Headquarters of Néstor Fernández.
