Los soldados de la "civilización" en los orígenes del modelo militar roquista: Argentina, 1878-1880

Abstract

En este trabajo vamos a analizar las prácticas orientadas a la renovación de las estructuras militares y el discurso político asociado a ellas en el momento de la aparición política de Julio Roca al frente del ministerio de guerra y marina. En el breve espacio temporal situado en el cambio de las décadas del 70 al 80 del siglo XIX, se suceden una serie de acontecimientos que modifican el mapa físico, político e institucional de la República Argentina, cristalizando algunas de las formas de Estado y estilos de repúblicas que estuvieron en disputa durante aquellos años. Nos interesa examinar la política militar impulsada desde el gobierno nacional a partir de que Julio Roca asume el ministerio de guerra al comenzar el año 1878, desde una perspectiva que permita vislumbrar el rol de las fuerzas militares (Guardia Nacional-Ejército de Línea) en el proceso de avance estatal hacia el sur del territorio y nos ayude a comprender el papel asignado a los miembros subalternos de las fuerzas armadas en esa empresa.

This article analyzes the actions carried out toward the renovation of military hierarchies and the political discourse associated with them, at the time that Julio Roca entered the political scene as head of the Ministry of War and Navy. In a short span of time at the turn of the decade between the 70’s and the 80’s of the 19th century, a series of events took place that modified the physical, political and institutional map or the Argentine Republic, crystallizing some of the forms of the state and styles of republics that were in dispute during those years. We are interested in examining the military policy bolstered by the national government, as of the moment when Julio Roca took charge of the Ministry of War at the beginning of 1878, from a perspective that will allow us to distinguish the role of the military forces (National Guard-Frontier Army) in the state’s process of advancement toward the south of the territory and help us to understand the role assigned, in that enterprise, to the subaltern members of the armed forces.
