La educación en la provincia de Entre Ríos: funcionarios, instituciones y políticas (1886:2008)

Abstract

En este artículo, nos interesa reconstruir el proceso de creación y expansión de la cartera educativa en la jurisdicción de Entre Ríos, estudiar la formación profesional de quienes fueron sus máximos responsables y destacar las principales normativas que contribuyeron a sancionar en el largo plazo. Tomamos el periodo comprendido entre la sanción de la Ley de Educación provincial de 1886 y la legislación educativa vigente desde 2008. El trabajo se organiza en cuatro apartados que corresponden a diferentes etapas: a) desde la sanción de la Ley de Educación que creaba el CGE hasta la organización del Ministerio; b) la gestión del Ministerio de Educación y su reemplazo por el CGE; c) el periodo en que el CGE funcionó en el marco de una Subsecretaría y –brevemente- de una Secretaría de Educación; y d) desde la restauración del CGE, hasta la sanción de Ley de Educación de 2008 aún vigente. Para ello analizaremos las reformas constitucionales, las leyes de educación y las normativas que realizaron modificaciones en la estructura del gobierno educativo; reconstruimos el listado de los/las directores generales de Escuelas y ministros/as de educación observando su formación, género y el tiempo de permanencia en el cargo; y finalmente, en base a los mensajes de los gobernadores - en los cuales los mandatarios presentan una síntesis de las Memorias- y del Boletín de Educación, estudiaremos las principales medidas orientadas a la educación que se aprobaron en cada periodo.

In this article, we are interested in reconstructing the process of creation and expansion of the educational portfolio in the jurisdiction of Entre Ríos, in studying the professional training of those who were responsi-ble for it and in highlighting the main regulations that contributed to its sanctioning in the long term. We take the period between the enactment of the provincial Education Act of 1886 and the educational legislation in force since 2008. The paper is organised into four sections corresponding to different stages: a) from the passing of the Education Act that created the CGE until the organisation of the Ministry; b) the management of the Ministry of Education and its replacement by the CGE; c) the period in which the CGE functioned within the framework of an Undersecretariat and - briefly - a Secretariat of Education; and d) from the restoration of the CGE until the passing of the Education Act of 2008, which is still in force. To do so, we will analyse the constitutional reforms, the education laws and the regulations that modified the structure of the education go-vernment; we will reconstruct the list of the general directors of schools and ministers of education, observing their training, gender and time in office; and finally, on the basis of the governors’ messages - in which they present a summary of the Memoirs - and the Education Bulletin, we will study the main education-oriented measures that were approved in each period.
