Ley Argentina de Zona Fría y sectores vulnerables: primeras reflexiones para Bahía Blanca

Abstract

La ciudad de Bahía Blanca posee barrios vulnerables con significativas privaciones energéticas, entre ellas la falta de gas natural de red. En el año 2020 surgió un Proyecto, que logró su aprobación en el año 2021, para que la ciudad se incluya en la Ley Nacional 25.565 del año 2002 (“Ley de Zona Fría”), donde se plantea un subsidio al gas en ciudades de bajas temperaturas. El objetivo del trabajo es realizar una primera reflexión sobre la incidencia que tendría en la población vulnerable energética de Bahía Blanca la aplicación de la mencionada ley, a partir de un análisis estadístico descriptivo. Se concluye que la incidencia podría verse afectada por la multiplicidad de privaciones y la limitación de acceso a fuentes subsidiadas (gas de red y garrafa) de la población bajo estudio.

The city of Bahía Blanca has vulnerable neighborhoods with significant energy deprivation, including the lack of natural gas from the network. In 2020 a Project, which achieved its approval in the year 2021, was created for the city to be included in the National Law 25,565 of the year 2002 (“Cold Zone Law”), where a gas subsidy is proposed in cities of low temperatures. The objective of this paper is to carry out a first reflection on the impact that the application of the Law mentioned above would have on the vulnerable energy population of Bahía Blanca, based on a descriptive statistical analysis. It is concluded that the incidence of the measure on the reduction of energy poverty could be limited by the multiplicity of deprivations and the limited access to subsidized sources (pipe gas and gas tanks) of the population under study.
